To monitor and report on the compliance of employers with provisions of the SNPF Order No.23 of 1974 and other regulatory requirements in line with the Section’s compliance monitoring plan.
Provide specialist advice and guidance to the employers and members in respect of compliance, non-compliance and potential improvements in line with the provision of the SNPF Order
Maintain a current understanding of all compliance responsibilities required by the SNPF Order, Regulations and best practice.
Interpret and apply relevant regulation guidance to employers and members of the Fund and provide practical alternative solutions to non-complying employers
Educate employers and members on the operations of the Fund
Perform periodic routine and door-to-door inspections to ensure that eligible employers are registered with, statutory contributions are remitted to the Fund and recovery of outstanding contributions is undertaken timeously.
Investigate non-compliance issues timeously and provide solution in consultation with the Senior Compliance Officer. Write letters of demand and ensure delivery of same to defaulting employers.
Prepare and submit reports, on a regular basis, to the Senior Compliance Officer and as directed or requested, to keep the Fund informed of operations and progress of the incumbent’s compliance efforts.
Report defaulting employers and recommend appropriate action to the Senior Compliance Officer
Prepare summons and other legal documents required for legal proceedings and prosecution of non-compliant/defaulting employers, and appear as witness for the Fund in court.
Monitor compliance portfolio using the employers’ delinquent report on a regular basis, among other reports.
Perform any other duties as required to support the mission of the Operations Department and the SNPF as a whole.
QUALIFICATIONS AND COMPETENCIES
A Degree in Accounting, AAT Level 4 or Equivalent
A Diploma/Certificate in Law an added advantage
EXPERIENCE & KNOWLEDGE
2 years’ experience in a commercialized environment
Experience working in risk and compliance functions
Some knowledge of preparing summons and other legal documents
