This position reports to the Town Treasurer, and it will be responsible for the supervision of creditors’ functions and administering cost and budget controls, administration and control of the, company insurances, maintenance of and preparing accounting reports.
The key responsibilities of the Expenditure Accountant will be, but not limited to:
Implementing budget control measures over Expenditure and compile monthly reports;
Manage and check bulk accounts according to council policy
ensure that the correct payments are made;
Attends to income tax matters of the Council;
Reconciles wages and salaries monthly;
Prepares and submit yearly tax returns;
Ensure that withholding taxes are remitted to ERA;
Manage all Council insurance matters;
Manage the issuing, recording, reconciliation, replenishment,safeguarding, and accounting of petty cash;
Manage liabilities and commitments within budget constraints, including; recording, reconciliation and settlement;
Verify supporting documents for validity, accuracy and completeness, and capture the payments and/or receipts on the accounting system;
Prepare monthly and annual general ledger accounts reconciliation;
Assist the Town Treasurer with compilation of the Budgets, Reports and Annual Financial Statements;
Ensure the maintenance of documents for audit purposes.
QUALIFICATIONS, EXPERIENCE AND OTHER ATTRIBUTES
Bachelor of Commerce Majoring in Accounting or equivalent accounting degree;
Proficiency in an Enterprise Resource Planning System is a must;
3 years working experience;
End User Computing skills (Excel, word etc.);
Maturity, Leadership qualities, analytical ability and integrity;
Meeting deadlines and working under pressure;
Report writing skill.

⚊ Control, manage and administer the town; ⚊ Maintain and cleanse all public streets and open spaces vested in the Council or committed to its management; ⚊ Abate all public nuisances; ⚊ Safeguard public health, and provide sanitary services for the removal and disposal of night soil, rubbish, carcasses of dead animals and all kinds of refuse; ⚊ Establish or take over and maintain, subject to the extent of its resources, any public utility service which it is authorized or required to maintain under any law and which is required for the welfare, comfort or convenience of the public; ⚊ Develop, control and manage any land vested in, owned of leased by the Council; ⚊ Establish or take over and administer, subject to the extent of its resources, housing schemes for the inhabitants of the municipality; ⚊ Generally promote the public health, welfare and convenience, and the development, sanitation and amenities of the town.
