LINKAGES Eswatini is implemented by FHI 360 in partnership with Pact and several KP-led CEOs and conducts a range of activities to reduce HIV transmission among key populations (sex workers, men who have sex with men, transgender persons and people who inject drugs) and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.
Job Summary / Responsibilities: Grants Officer will be primarily responsible for managing the administrative processes for contract administration from pre-award to contract close-out. He/she will provide professional expertise in contract administration to ensure full compliance with donor rules and regulations.
The functions of the position include:
a) Manage the work of sub awarded organizations by providing comprehensive analysis of contract terms and conditions to ensure that the sub award organizations have the organizational capacity or can acquire the necessary capacity to successfully perform and meet contractual obligations;
b) Ensure that sub grantees perform and deliver on their activities as stipulated in their work plan and according to budget
c) Train staff in standardized procedures for efficient award and sub award management
d) Expert interpretation of donor (USG and non-USG) rules and regulations; e) Standardization of administrative procedures for efficient award and sub award management
f) Capacity building and replication of contract portfolio management systems and best practices in award and sub award management.
g) Develop contacts and grow relationships with counterparts to promote specific unit and larger organizational goals
Key Performance Areas:
Reviews subaward report in line with subaward agreements.
Identify significant risks and recommend plan for mitigation. at risk.
Post-award: Manages contract set-up in the contract management and/or financial management system
Advises senior management on matters of concern and elements of risk that can be detrimental to successful contract performance.
Recommend alternative approaches to overcome any negative impact
Bachelor’s degree or International Equivalent in Business Administration or related field.
Minimum of 3 years experience in a managing sub awards in a Non- governmental Organization (NGO) — domestic or international.
At least 3 years of negotiating experience and direct management of contracts and other agreements.
Advanced knowledge of donor (USG and non- USG) rule or any other international donor.
Excellent organizational skills and strong ability to manage and meet multiple tasks.
