Reports to: Technical Director
Job Purpose: The Medical Officer (VMMC) will be responsible for leading the coordination of VMMC activities in the Lubombo region, the integration of VMMC into HIV prevention services and the provision of VMMC services. S/he will also be responsible for monitoring performance against set targets and the documentation of successes and best practice.
Roles and Responsibilities:
Conduct voluntary medical male circumcision procedures on eligible clients, in accordance national guidance.
Lead the coordination of the VMMC service delivery in the Lubombo region
Capacity building to ensure implementation of optimized VMMC services in the priority health facilities in Lubombo, in coordination with facility leadership.
Develop standard operating procedures that help the organization maintain compliance with national guidelines
Contribute to regular programmatic and donor reports and document programmatic lessons learned.
Work with the project team to support integration of VMMC services into HIV prevention and other initiatives, as appropriate
Promote quality assurance and monitor adherence to international and national VMMC guidelines.
Develop linkages systems for VMMC services
Lead implementation of standardized package of services for males with the goal to improve case finding, service uptake and retention
Clinical management of pre- and post-operative patients
Reporting according to standard VMMC M&E requirements
Ensure that infection control policies are adhered to.
Ensure facility VMMC equipment is maintained
Performing any other duties that will contribute to the efficient running of the VMMC Programme Minimum Qualifications:
Valid registration with the Eswatini Medical & Dental Council as a Medical Practitioner
At least four years’ experience in VMMC programme/project management
Competency in performing clinical VMMC procedures under local anesthesia, as per WHO guideline
Clinical experience in HIV/AIDS case management
Demonstrable understanding of national VMMC management guidelines and policies
Demonstrable ability to work in a team
Strong interpersonal and communication skills
Strategic Information Director
Hours: 40 hours a week

Reports to: Deputy Country Director
Job Purpose: The Director of Strategic Information will provide technical direction on SI issues, including research; provide guidance on how to use routinely collected data to monitor, evaluate, and report on the program in ways that will improve its performance_ S/he will lead internal and external M&E reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making as the program implements epidemic control actions.
Roles and Responsibilities:
Develop and manage the implementation of all monitoring, evaluation, learning and reporting plans, systems, and processes
Establish and maintain an effective M&E database and M&E reporting (MER) system
Lead the implementation of the project’s performance monitoring and evaluation plan including appropriate indicators and targets
Develop and implement efficient and effective data collection processes, and ensure data quality through routine data quality assessments, participatory data collection methods and protocols, among other data quality verification techniques
Manage project evaluations including synthesis of information and managing dissemination of results and information to improve knowledge sharing/management on the project.
To conduct complex modelling and visualizations towards epidemic control
Implement training and on-going technical mentorship programs on strategic information and monitoring and evaluation for project staff, including clinical staff based in the regions and at ENAP
Ensure that reports on the project’s progress for CDC, the U.S. President’s Emergency Plan for AID Relief, and other stakeholders are timely and of a high quality
Oversee the development and monitoring of work plans and budgets to support Si activities.
Attend national and international SI-related technical meetings to inform and improve program planning and implementation.
Design the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations
Collate and analyze data for regular project reporting, and lead periodic performance reviews to present and discuss findings and inform adaptive project design and implementation
As relevant, conduct targeted evaluations and support operations research agenda
Prepare a variety of technical and communications documents and visual representations of data for both internal and external audiences
Oversee all knowledge management and dissemination of research findings at local, regional, and international meetings and conferences as relevant
Supervise M&E, DOA and MIS staff
Minimum Qualifications, Skills and Experience:
Medical Doctor with Clinical Epidemiology training
Master’s degree or greater in a relevant field such as applied social sciences, epidemiology, statistics, program evaluation or a related field may be considered
Minimum of 5 years of progressive responsibility working in M&E for CDC or other donor-funded development programs
Familiarity with CDC’s management and reporting requirements and systems, indicators, and M&E and Learning (ME&L) framework
Technical expertise in HIV/TB
Demonstrated expertise in study design and rigorous quantitative and qualitative research and analytical methods
Experience designing and implementing an operations research agenda
Experience designing and implementing baseline and end line assessments, mid-term evaluations, and impact evaluations among other analysis
Demonstrated experience designing and managing M&E databases and reporting (MER) systems
Demonstrated experience with health management information systems
Excellent verbal and written communication skills for report writing and public presentation
Strong proficiency in MS Office suite (Word, Excel. Outlook. PowerPoint) and data management and statistical software e.g. Stata, SPSS, Epi-info, MS Access

Lay Counselor Location: Lubombo, Swaziland Duration: 1 year renewable

Job Summary: The Facility based Lay Counselor will be responsible for the provision of HIV testing and counselling services to clients at the facility and linking clients to treatment for HIV positive clients. The Lay Counselor will facilitate early access to ART including same day ART initiation for HIV positive clients. Roles and Responsibilities:
Provide pre-test, post-test and on-going counseling to clients seen at health care facility according to National HTC Guidelines.
Perform HIV rapid testing, adhering to the nationally recommended rapid testing algorithm.
Link HIV positive clients to care and treatment
Refer HIV positive clients to on-going counseling, sexual reproductive health, medical and psychosocial care and support services when needed.
Establish appropriate collaborative relationships for referrals and maintain documented & an up-to-date referral directory.
Conduct individual/group health education sessions on HIV for clients and their partners in the VCT and MCH clinics and educate patients on Test and Start and Viral Load monitoring for HIV positive patients.
Promote HIV prevention by providing prevention messages and methods, including group education sessions, demonstrations and providing one-on-one information, to the community.
Participate in activities aimed at promotion and advocacy for HTC and HIV treatment and care with other health professionals, disciplines, NGOs in the catchment area.
Update HTC clinic registers on HIV testing and counselling conducted and facilitate timely submission of reports.
Submit monthly complete, accurate, and timely statistical and narrative reports on lay counselor activities using the standard reporting format.
Report any problem arising in the service immediately to supervisor.
Carryout any other duties upon request.
Completed Form 5 (high school) or higher
Training and certification in HIV Counselling & Rapid HIV Testing
Ability to read, write, and comprehend English and Siswati
Self-motivated and committed to working with HIV and TB / MDR TB
Detail-oriented with strong organizational skills
Ability to maintain confidentiality and high level of integrity
Good communication, listening and interpersonal skills
