Job Description

LINKAGES Eswatini is implemented by PHI 360 in partnership with Pact and several KP-led CBOs and conducts a range of activities to reduce HIV transmission among key populations (sex workers, Men who have sex with men, transgender persons and people who inject drugs) and improve their enrolment and retention in care and treatment across the HIV cascade.

LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV

Job Summary / Responsibilities:

The LINKAGES Clinical Technical Advisor is responsible for the overall coordination and management of Linkage’s HIV biomedical medical interventions response from design, implementation and ensuring activities meet MoH good clinical practices. S/he will direct technical and operational implementation efforts, including providing supportive supervisory visits and mentoring clinical staff to ensure successful completion clinical activities. S/he will manage complex clinical response relationships with a diverse group of collaborators including Ministry of Health, PEPFAR, KP community-based organizations and health clinic facilities.

The Clinical Technical Advisor will support programming through both community – based and fixed site clinical services both directly and indirectly through capacity building of local organizations in implementation of target HTS services. S/he will identify clinical services gaps and propose solutions to sustain quality of services and ensure smooth implementation. Work with the LINKAGES Technical Advisor, Senior Program Officer and Program Officer for Community Response and the MOH ENAP KP Unit through routine meetings to ensure project progress and deliverables are met and completed to PEPFAR’s satisfaction and in accordance with MoH Standard Operating Procedures (SOPS), policies and practices.

Key Performance Areas

  • Lead and coordinate all comprehensive HIV Prevention, SRH and HTC outreach services at the mobile outreach,
  • fixed sites, DIC and other SDPs per national guidelines and quality assurance.
  • Coordinating HTS, ART, FP, VIA programs at partner and MoH levels.
  • Coordinating F141360/LINKAGES amicEd partnership activities RHMTs, Molt, Clinical partners etc.
  • Ensure integration of the clinical program into the community outreach approach within existing resources.
  • Lead problem solving and resolution efforts to include management of risk, contingencies and issue resolution
  • Serve as the primary contact for LINKAGES project on clinical response and represents the clinical management services.
  • Reports regularly to the LINKAGES Project Manager/Eswatini on progress and status of LINKAGES activities in Eswatini.

Qualification:

  • MBCHB/ BS/MD/PhD or similar degree with a minimum of 10 years relevant experience with at least 5 year progressive experience working in the health or development held in Eswatini or Southern Africa Region.
  • Possession of an MPH or post graduate degree in a related field is highly desirable.

Experience:

Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS and Understand the HIV-related needs of key population groups in Eswatini, including female sex workers, men who have sex with men, transgender women, people who inject drugs.

  • Familiarity with Eswatini health system and NGOs and CBOs is highly desirable.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
