Job Description

The anticipated USAID-funded Attain & Sustain 95-95-95, Prevent New Infections and Reach all Populations for Epidemic Control (ASPIRE) will be designed to, over 5 years, reduce HIV incidence and AIDS-related mortality in pursuit of epidemic control in Eswatini in alignment with GKoE’s vision of an AIDS-free generation by 2022 and the National Multisectoral HIV and AIDS Strategic Framework 2018-2022.

Position is contingent upon receipt of donor funding and will be based in Eswatini.


The IT Manager will provide leadership support and maintenance to FHI 360 Eswatini computer and network infrastructure to ensure stable operations. The position holder will be responsible for all IT related equipment and software that is part of the FHI 360 Eswatini inventory. The IT Manager will take appropriate steps in solving problems, or where necessary, in identifying suitable vendors capable of solving them. The IT Manager will support the design and implementation of new IT solutions to improve business efficiency and productivity including platforms that enhance client engagement in HIV care as well as mobile solutions.


  • With the Director Finance and Operations, oversee the management of information technology to include local area network, services, PC’s, printers in accordance with FHI 360 policies.
  • Troubleshoot network and server software problems, including e-mail/internet systems.
  • Perform software installations and upgrades as required.
  • Ensure the deployment of updates and security features on the entire IT infrastructure.
  • Perform “housekeeping” functions such as server and user management.
  • Provide IT training on a periodic basis to FHI 360/Eswatini staff and to partner organizations.
  • Assist in planning and implementation of IT related projects introduced by FHI 360 offices.
  • Perform daily and periodic backups of all data on the servers.
  • Maintains an IT hardware inventory.
  • Make periodic visits to project sites to provide troubleshooting support, advice and build the capacity of staff and partners in order to maintain their computers at a reasonable level of operation.
  • Liaise extensively with end-users and stakeholders and translates requirements and technical compatibility for the implementation of IT software.
  • Assist departments/End Users in identifying and selecting software solutions.
  • Perform software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis and software reliability analysis.
  • Perform other duties as assigned.


  • BS/BA degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 7 – 9 years relevant experience of which 3 years should have been in a supervisory role OR MS/MA Engineering, Information Technology, Computer Science or its recognized equivalent, and 5 – 7 years relevant experience of which 3 years should have been in a supervisory role.
  • Candidate must possess Microsoft Certified Systems Engineer (MCSE) and/or Cisco Certified Network Associate (CCNA) certifications.
  • Demonstrated success in multicultural environments is an advantage.
  • Experience with a multi-site network (at least 3 sites) with a minimum of 200 users is highly desirable.
  • Advanced knowledge of Software Engineering, Software Development, Analysis, Project Management and Database development. Strong Competency in developing and debugging applications in languages/platforms including but not limited to C#, ASP.Net, PHP, Microsoft SQL, MySQL. Java, etc.
  • Advanced knowledge and experience of web based, client/server and mobile applications.
  • Advanced knowledge of server administration and networking including Active Directory, Network Services – Dynamic Host Configuration Protocol (DHCP), Domain Name System (DNS) etc.
  • High degree of proficiency in written and spoken English communication, including presentation and report writing skills.
