Job Description

Location: Mbabane

Job summary:

Technical Lead for Clinical Services is a self-motivated individual who provides technical and strategic leadership and support to ensure the provision of comprehensive, coordinated, and youth friendly HIV and SRH services to high-risk orphans and vulnerable children, adolescent girls, and young women. He/she will also act as the focal person for EGPAF in Youth and adolescent activities.

Key Responsibilities :

Program Planning, Management and Development (15%)

• Provides technical oversight and guidance for clinical components of the Triple R project, including the development of EGPAF annual project work plans and monitoring of implementation

• Assists in compilation of project reports to donor, MOH and EGPAF HQ

• Assists with responding to requests from donor and EGPAF HQ as required

• Assists in the development of program evaluation strategies, methodologies and indicators for monitoring HTS, HIV care and treatment, SRH, ECD and youth friendly service provision through outreach in supported communities

• Assists in development of proposals as needed

• Leads in documentation of lessons learnt in program implementation

• Oversees all ECD, youth and adolescent and mobile outreach activities under EGPAF to ensure all activities are implemented according to required standards

• Ensures review of financial expenditure for planned activities and adjusts implementation accordingly

• Ensures compliance with USAID rules and regulations, EGPAF policies, and Eswatini guidelines and laws

• Supervises clinical coordinator(s) for the project

National technical assistance (35%)

• Participates in national level TWGs and task teams (as assigned) to provide technical assistance in development of policies, guidelines and other key strategic documents with special focus on HTS

• Supports MOH in the training of health care workers in HTS, HIV care and treatment, SRH, ECD and youth friendly service provision as requested

• Facilitates collaborative relationships with Government of the Kingdom of Eswatini institutions, including NERCHA and the Ministry of Health

Program Implementation (50%)

• Oversees and ensures implementation of quality HTS, HIV care and treatment, SRH, ECD and youth friendly service provision in designated communities through mobile outreach

• Oversees and ensures collaboration with facility partners in the implementation of quality HTS, HIV care and treatment, SRH, ECD and youth friendly service provision in designated communities and catchment facilities

• Provides continual medical education and capacity building to Mobile Outreach Nurse, HTS counsellors, Expert Clients/ Peer educators to ensure their skills and knowledge remain of high quality

• Supports development and implementation of strategies to improve uptake of HTS, HIV care and treatment, SRH, ECD and youth friendly service provision at designated facilities

• Conducts regular mobile outreach visits to oversee support provided by the mobile outreach teams and address any gaps identified

• Provides mentorship to facility medical officers in provision of quality HTS, HIV care and treatment, SRH, ECD and youth friendly service provision at facilities within the catchment area

• Provides direct clinical services especially for complicated cases

• Ensures linkages across project components.

• Participates in regional and national review meetings; and provide technical assistance to strengthen identified weak program areas

• Participates in the site improvement through monitoring system (SIMS) visits and works with relevant teams to ensure remedial actions are developed as needed

Other duties may be assigned as and when needed.

Qualifications, Knowledge, Skills and Abilities:

• Degree in medicine, nursing or equivalent at Master’s level;

• Master’s in Public Health or other equivalent postgraduate qualification is required

• Fluency in English and SiSwati is required

• Computer literacy, including use of basic Microsoft packages (Word, Excel & PowerPoint) and statistical packages

• Minimum seven years’ experience in designing and managing HIV care and treatment, FP, sexual and reproductive health, early childhood development, adolescent and youth friendly services in Eswatini is highly desirable;

• Experience with pediatric and adolescent health;

• Demonstrated knowledge of PEPFAR and MoN clinical programming and reporting for USG funded programs;

• Familiarity with the regional policy and programming context for HIV and SRH clinical and community services;

• Prior management experience in a clinical setting preferred;

• Prior experience in training clinical staff preferred;

• Ability to take initiative and plan and monitor activity flow and outcomes;

• Capacity to work under pressure to help teams achieve goals/objectives; and

• Ability and willingness to undertake frequent in country travel
