Job Description

Applications are invited from suitable candidates for the post of Town Treasurer for the Matsapha Town Council reporting to the Town Clerk.


This position reports to the Town Clerk and its main purpose will be to manage all financial affairs of the Council, including but not limited to: strategic leadership and genera! administration of the Treasury Department, safe custody of Council funds through proper accounting and financial control, budgeting and expenditure control, policy formula-tion and implementation, managing the supply chain of the Board and ensuring that the Council complies to all financial and related legislation.

The key responsibilities of the Town Treasurer will be, but not limited to:

• Provide proper safe custody of the Council money, securities, counterfoil receipts, licenses, account books, assets and keys • Preparation of monthly reports for the Town Clerk and Council Finance Committee • Prepare draft estimates of expenditure for submission to various committees of the Council and assembles such estimates for consideration by the Council Finance Committee • Maintain accounts, accounting system and accounting records • Exercises risk management -identification, monitoring and mitigation of risks for all Council assets • Preparation of Final Year End Accounts in readiness for Audit by approved external Auditors. • Implements policies and directions of the Council and its committees in all finance matters • Coordinate departmental budget preparation in consultation with the Town Clerk and Heads of Departments • Expenditure control by ensuring that it is kept within approved estimates with Council approv-al for necessary additional expenditure • Advises the Town Clerk and Council on ways of improving the financial performance of the

Council including new revenue sources • Revenue Generation for Sustainability • Treasury department staff supervision


• BSc. Honors Degree in Accounting or related field • Must be a Certified Professional Accountant (CPA) • Computerized financial systems • Supervisory & Management Skills • Financial Management Skills • Communication Skills • Planning & Organizing Skills • Revenue Generation Skills • Team leadership skills • Five (5) years' experience working in the public or private sector at senior managerial position Preferred Qualifications • Master's in Business Administration (MBA) or equivalent • ACCA or CIMA Qualifications
