Swaziland Revenue Authority Commissioner Domestic Taxes

The Swaziland Revenue Authority "SRA" is looking for an appropriately qualified, highly motivated Commissioner Domestic Taxes to join its executive team. Purpose of the Job To

provide direction and management to the Domestic Taxes Department in the administration of Revenue Laws in terms of compliance, risk management, revenue collection, interpretation, advice and education.


Manage a team of senior professionals, continuously motivating and setting high standards for these professionals.

Key responsibilities

— Strategic planning– Participate in the development of the Corporate Strategic Plan; develop the three year Domestic Taxes Strategy aligned to the Corporate Strategic Plan; and develop operational plans aligned to the Domestic Taxes Strategy

— Domestic taxes management– Review operational reports from Directors to monitor performance on- key Departmental deliverables; and review recommendations on proposed legislation changes to ensure alignment to the overall organizational objectives

— Stakeholder relationship management– Chair the Domestic Taxes to Business Forum to discuss domestic tax issues; engage Government Ministries on Domestic Taxes issues; and Manage tax payer complaints

— Reporting – Produce monthly Eco and quarterly Board reports; and present to Risk Committee on progress in resolving departmental risks and advise the Committee on emerging risks — Budget management

– Prepare the Department annual budget; monitor expenditure against budget allocations and attend to budget variances; and produce a monthly budget performance report

— Staff management – Lead the talent acquisition, management and development for the Department

Educational requirements

— Masters Degree in Law, Accounting or Business Administration; Chartered Accountancy qualification would be an advantage

Desired knowledge, experience and competencies

— Mmirnum eight years' taxation experience, of which five years should have been at a senior management level

— Advantageous: Experience in external auditing, forensic accounting and investigations, experience in financial accounting in a large commercial environment or experience in drafting, review and interpretation of Laws

— Knowledge of financial management principles, business process management and relevant Laws

— Relationship management, negotiation and conflict resolution skills

— Team management and leadership skills Goa-d interpersonal and communication skiffs

— Assertiveness, visionary leadership and influencing skills

— Ability to facilitate staff development, succession planning, staff retention and talent management

— Ability to drive employee engagement and discipline, and foster a high performance culture

This position is offered on a fixed-term renewable contract based upon satisfactory performance.
