The anticipated USAID-funded Attain & Sustain 95-95-95, Prevent New Infections and Reach all Populations for Epidemic Control (ASPIRE) will be designed to, over 5 years, reduce HIV incidence and AIDS-related mortality in pursuit of epidemic control in Eswatini in alignment with GKoE’s vision of an AIDS-free generation by 2022 and the National Multisectoral HIV and AIDS Strategic Framework 2018-2022. Position is contingent upon receipt of donor funding and will be based in Eswatini. JOB SUMMARY: The Associate Director, CQI will support and track FHI 360’s sustainability strategy across the different technical areas. S/he will also play a key role in ensuring Continuous Quality Improvement (CQI) for the FHI 360 Eswatini projects by assisting in developing QM national guidance and tools, provide guidance to regional QM officers and the partners M&E Officers for facilitating the strengthening of the quality of services provided by Implementing Partners (IP), ensure the quality of the M&E data produced within ASPIRE and all other appropriate QM tasks. Duties and responsibilities: Using FHI 360’s CQI approach, take a leadership role in all QA/QI processes within FHI 360 Eswatini and among FHI 360’s Implementing Agencies especially in terms of data collection and verification. Provide technical guidance to regional Quality Management Officers and M&E Officers on program/project on Quality Management issues. Assist GKoE, Partners and the IPs in the strengthening/creation/implementation/update of quality improvement tools and mechanisms (“quality management system”) to ensure continuous high quality. Facilitate (advocacy, capacity building, documentation and dissemination of success stories, monitoring) the use of references (guidelines, norms, standard operating procedures) and information technology platforms for CQI. Coordinate dispersed facility-based quality improvement teams and provide technical assistance to stakeholders in the design of projects, protocols, manuals and data collection forms. Conduct routine monitoring visits to project sites, focusing on quality of services, and participate in project assessments and evaluations. Participate and represent FHI 360 at the development of national CQI initiatives including national studies to advance quality of care. Understand and contribute to quality issues across the full range of project interventions including HIV/AIDS, FP/RH, TB, Malaria and other topics, as appropriate. Keep abreast of scientific literature in relevant fields. Perform other duties as assigned. Minimum Requirements: MB.BS/MD/PHD or similar degree with 5 to 7 years relevant experience with at least 5 years progressive experience in quality improvement OR MPH, or MS/MA in relevant degree with 7 to 9 years relevant experience with at least 5 years progressive experience in quality improvement. Proven track record of writing and publishing, especially at scientific conferences and in scientific journals and of conducting research and large scale evaluation project. Knowledge of techniques, principles, methods and data analysis related to epidemiology and treatment of HIV/AIDS, TB, Malaria and other diseases of public health importance. Familiarity with Eswatini health system and NGOs and CBOs is highly desirable and considerable knowledge of health and development programs in developing countries in general and Eswatini specifically. Professional certification in quality improvement such as six sigma, ISQUA, etc is highly desirable. Technological savviness and familiarity with IT platforms and use of electronic dashboards for quality improvement High degree of proficiency in written and spoken English communication, including presentation and training skills.
