Making A Difference Eswatini Water and Agricultural Development Enterprise LTD Smallholder Market-Led Project/Climate Smart Agriculture for Resilient Livelihoods (SMLP/CSARL) Objective: To ensure achievement of result- oriented outcomes in the Smallholder Market-Led Project/Climate Smart-Agriculture for Resilience Livelihoods (SMLP/CSARL) Financial Management. Output: Financial management, accounting and financial reporting for SMLPICSARL Roles & Responsibilities: • Substantially participate and contribute to the project’s Financial Planning through the Annual Workplan and Budget (AWPB). • These responsibilities will include the following: In collaboration with the National Project Director and Monitoring, Evaluation and Planning Officer, participate fully in the formulation of the AWPBs, based on activities as developed from the participatory action plans project logical framework and other plans for the Project Implementing Unit (PIU) and for each of the project components. 3, Timely consolidation and submission of the Projects AWPB, within the Government of the Kingdom of Eswatini, the IFAD timeframe as stipulated in the Financing Agreement Participating in the formulation of the Project Procurement and Training Plans. • Using the dedicated accounting software, capture up-to-date financial data and maintain the project’s books of account, ledgers and records. • Update of the financial transactions weekly and an accurate trial balance produced regularly at the end of each reporting period. • Ensure Reconciliation of the Cash Books in conjunction with the Bank Statements at the end of each month. • Submit to the ESWADE management, monthly financial statements, which should include the status of project’s cash position. and other bank reconciliations, statements of expenditure (SOEs) for all the expenditures paid during the month. • Produce quarterly financial statements and reports for incorporation into the quarterly and semi —annual progress reports that presents financial information as detailed here below; Financial statements of sources of funds by financiers i.e. IFAD, Government of Eswatini and from other sources Financial statements of disbursement performance by Financier and Category, Expenditure by components and, suitably compared with the Annual budgetary estimates and cumulative actual performance. Financial Statement for the update of the procurement progress, against the procurement plan. • Responsible for timely, and accurate preparation, and submission of the Withdrawal Applications (WA) for replenishment, reimbursement and for direct payments in line with the Letter to the Borrower and the Financing Agreement. • Responsible for preparation of Draft Financial Statements, Accounts and Reports, for audit, at the end of each Financial year and ensure that the audit is carried out within the time frame of the Government of Eswatini and IFAD. • The Draft Financial Statements and Reports for Audit to be prepared by the Financial Controller must fully comply with the International Accounting Standards, particularly International Public Sector Accounting Standard (IPSAS). • Provision of funds for the procurement of Assets, works, Equipment and services for the project in accordance with the laid down procedures, and consistently with the Procurement Plan of the approved AWPB. • Ensure the project Asset Register for all procured Assets, • Works, Equipment in accordance with the laid down procedures, and consistently with the Procurement Plan of the approved AWPB. in accordance with the covenants of the Loan Agreement, Project Design, Government of Eswatini Financial Regulations and IFAD guidelines. • Diligently and proactively assist members of the PIU and other implementing agents, in ensuring that the project activities are implemented • Work closely with the Procurement Officer in maintaining the Contract Register and supporting Contract Monitoring Forms Qualifications: • Bachelor of Commerce (BCom) specializing in Financial Accounting/Management or higher in accounting or related field; • A minimum of 7 years’ experience in various aspect of financial management, including 4 years in a managerial position. • Versatility with relevant accounting software, preferably ACCPAC and knowledge of MS Office Package; • Working knowledge of the Government of Eswatini financial procedures and of procedures for international development organizations Written applications and detailed resume should be emailed to: recruitment@swade.co.sz before 1600hrs on Monday, 15th April 2019.
