SOS Children's Villages Eswatini is an international child development non-profit organization that provides care for children at risk of losing parental care, as well as those who have lost parental care.Mass media plays a powerful and vital role in influencing an increased level of awareness on any topic leading to changes in attitudes and behaviors of human being, which helps to inculcate positive values and norms_ OVERALL OBJECTIVE: The overall objective of this consultancy is to develop and produce 10 episodes of an evidence based behaviour change communication radio serial drama storyline, script SPECIFIC OBJECTIVES: i, To raise the level of awarenessabout the UN Guidelines on Alternative Care of children_ ii. To create a friendly environment for the protection and promotion of the rights of children who are either at risk of losing parental care or have lost parental care. iii. To highlight positive cultural norms and values and religious practices about foster care. iv. To challenge negative and harmful cultural and religious practices about foster care. v. To highlight the role of community leaders, neighbours, government ministries, CBOs, FB0s, NGOs and develop-ment partners in rolling out formal foster care. vi. To show the consequences of good and bad parenting practices of foster parents. METHODOLOGY The production of the 10 episodes of 15 minutes each of the educational radio drama series will require primary and secondary research on the UN Guidelines on Alternative of Children, Children's Protection and Welfare Act (2012) and the Sexual Offences and Domestic Violence Act (2018). KEY DELIVERABLES: i. Drama script promoting formal foster care in SiSwati and English. ii. 3 Master copies and copyrights of the drama series (SiSwati version). PRE-REQUISITE OF THE APPLYING AGENCIES AND RESPONSIBILITIES: i. Registered entity (agency/media house or consultancy firm) with atleast 5 years' experience in producing radio or television or digital films/ drama/serials in the areas of social communication. ii. You should be prepared to share a 3-5 minutes' radio or digital clip of your previous work during the interview_ iii. Working experience in violence against children and women, child rights, gender, formal and informal systems/-structures of child protection. iv. Responsibilities will include formative research, design, and production of the series. v. Capacity to engage the competent voice over actresses and actors). vi. Telecasting I broadcasting experience ASSESSMENT AND SELECTION OF PROPOSALS: i. The proposals, both technical and financial, will be evaluated by a group of professionally qualified reviewers. ii. The criteria for selection include: a. Clarity, Creativity, comprehensiveness and coherence in presentation of technical proposal —(10 points). b. Story outline and message dissemination technique, climax orientated message creation— (10 points). c. Work plan/time line — (5 points) d. Previous experiences of the agency/organization concerned on the social communication/development works —(10 points) e.
