The LINKAGES project is a Key Populations project specifically focused on female sex workers (FSW) and men who have sex with men (MSM). The project is led by FHI360 in partnership with Pact. Through this project, Pact contributes to improved key population interventions through enhanced linkages to services and capacity development of Key Populations community based organizations (CBOs) for improved organizational, financial systems, engagement and participation of the key population groups. This position will be based at Pact. Suitably qualified candidates who are representative of the key populations affected by HIV are actively encouraged to apply. Key Ropqn0bilitie: • Assist with the development of strategies and interventions for program and capacity development. • Provide capacity development technical assistance to partners and monitor key programmatic and organizational development performance areas including program implementation, human resource management, governance and board leadership, organizational sustainability, and external relations/networking. • Review partner monthly reports and work plans to ensure activities are on time, on budget, and meeting targets. • Support the development of budget and programmatic documents and ensure continuous monitoring. • Assist with grant-making process including pre-award activities like approvals, selection memos, negotiation memos. • Monitor sub-awards and provide support to ensure compliance with donor rules and regulations. • Conduct field technical assistance visits and verify partner activities. • Assist in developing and conducting capacity development trainings for partners. Educational and Experience required • Bachelor's Degree in Social Sciences, Business Administration, Public Administration or equivalent degree • Understands or identifies with the HIV-related needs of key population groups in Swaziland, including men who have sex with men or female sex workers. • Minimum of 3 years' experience implementing key population programs and/or providing capacity development support, preferably in an NGO and HIV programming environment. • A strong team player with excellent interpersonal skills and ability to work in fast-paced environment. Other qualifications for added advantage • Minimum of 3 years' experience in donor funds grants administration • Knowledge of and experience with USAID regulations • Experience providing capacity development assistance to sub-grantees Salary : Compensation commensurate with experience and qualifications.
