Our Client, Ezulwini Municipality, an equal employment opportunity employer, seeks to immediately appoint a suitably qualified professional to fill the position of Town Treasurer reporting to the Town Clerk / CEO. KEY PERFORMANCE AREAS • Develop, implement and review the Treasury Department Strategic Plan • Assist the Town Clerk in the preparation of Treasury related Council papers and implementing the related Council resolutions • Develop and maintain systems for internal controls to safeguard the assets of the Municipality • Oversee the implementation and compliance to financial and administrative policies, procedures, regulations and standards • Manage the collection of rates and revenue • Manage, oversee and monitor the preparation, compilation and presentation of all financial accounting statements and reports • Lead and oversee internal and external financial auditing exercises • Oversee Municipality financial budgeting and implementation process • Manage the preparation and presentation of management accounts • Oversee the procurement and tendering process in compliance to the procurement and inventory management policy and procedures • Advise the Town Clerk in the establishment of new sources of revenue and income generation • Prepare and submit project proposals to attract international, regional and domestic funding responding to the needs of the Municipality PROFESSIONAL QUALIFICATIONS SKILLS AND EXPERIENCE • Degree in accounting and finance plus a financial professional qualification (i.e.) CA / ACCA or CMA • Master in Business Administration Business Leadership I Public Finance • 5 years’ experience in financial management at senior management level • Knowledge of an Integrated Financial Management System is essential (i.e) SAGE Revolution 200 or at least SAGE Pastel Partner • Remuneration: Salary is commensurate with education and work experience APPLICATION PROCEDURE Written applications to be accompanied by curriculum vitae and certified copies of certificates. • Directed to: The Recruitment Consultant, KQ Consulting (Pty) Ltd • Hand-delivered to: Kobla Quashie and Associates, 137 Esser Street, Manzini, Eswatini • Emailed to: firstname.lastname@example.org • Closing Date: Wednesday 10 April 2019 • Correspondence will be limited to short-listed applicants • Appointment will be subject to verification, assessments and reference checks.
