6 WEEKS INDIVIDUAL CONSULTANCY ASSIGNMENT TO DEVELOP A CHILD-LED ALTERNATIVE REPORT ON THE IMPLEMENTATION OF THE UNITED NATIONS CONVENTION ON THE RIGHTS OF THE CHILD (UNCRC) SOS Children’s Villages Eswatini in partnership with the Children’s Consortium and CANGO seeks the services of an individual consultant who will provide technical services towards developing a Child-led Alternative Report on the implementation of the United Nations Convention on the Rights of the Child (UNCRC). OVERALL OBJECTIVE: The overall objective of the consultancy assignment is to compile, synthesize and ensure that children’s voices are captured and amplified in the UNCRC Shadow Report. SPECIFIC OBJECTIVES: Specifically, the independent consultant is expected to: Lead and coordinate the overall assignment from inception to end including the validation exercise with technical support from the Children’s Consortium Technical Working Group. Consult members of the children, members of the Children’s Consortium and other relevant stakeholders on the progress made in the implementation of the provisions of the UNCRC. Using data and information from the desk review, stakeholder consultations, and other relevant sources of information, draft a detailed report, responding concisely to all articles of the UNCRC provisions. Align the two final reports with the responses of the combined 2nd, 3rd, 4th and 5th state party Report on the UNCRC. METHODOLOGY: It is important to emphasize that the appropriate approach of collecting the inputs from relevant stakeholders will be proposed by the consultant, reviewed and endorsed by the Technical Working Group (TWG) of the Children’s Consortium before commencement of the consultancy assignment. Any proposed future changes to the approved methodology will have to be approved in writing by SOS Children’s Villages Eswatini. The consultant will be expected to work closely with the Children’s Consortium. Since there are two clear deliverables, the applicant is advised to clearly state the tentative dates for submitting each of the deliverables: Validated Child Led Alternative report to the UNCRC; Validated Children’s Consortium Shadow Report to the UNCRC. KEY DELIVERABLES: The independent consultant will be responsible for submitting the following deliverables: Validated Child-Led Alternative report to the UNCRC; Validated Children’s Consortium Shadow Report to the UNCRC. QUALIFICATIONS: A minimum of Master’s Degree in law or policy studies or related Social Science. A minimum of 7 -10 years of work experience in children’s rights. Broad understanding of children’s rights and gender issues. Experience in working with treaty reporting bodies is essential. Proven experience in producing high quality reports. PAYMENT SCHEDULE: It is important to note that all payments will be processed on recommendation from the Technical Working Group (TWG) of the Children’s Consortium that the submitted deliverables are of satisfactory standards: 10% payment of the total budget after submission of approved work plan (clear time lines and deliverables). 45% payment after submission of the final version of the Validated Child Led Alternative report to the UNCRC with feedback and comments incorporated. 45% payment after submission of the final version of the Validated Children’s Consortium Shadow Report to the UNCRC with feedback and comments incorporated.
